    Abstract

    The National Institute of Statistics of Rwanda (NISR) introduced the labour force survey (LFS) program to provide the Ministry of Public Service and Labour (MIFOTRA), the Ministry of Finance and Economic Planning (MINECOFIN), the Ministry of Education (MINEDUC), International Labour Organization (ILO), and other key stakeholders, with needed labour statistics.
    Labour statistics play an essential role in the efforts of the country to achieve decent work for all. These statistics are needed to develop policies towards this goal and assess its progress. The government of Rwanda also needs updated information for monitoring progress on programs and policies as stipulated in the second National Strategy for Transformation (NST2), Sustainable Development Goals (SDGs) as well as Vision 2050. To monitor progress towards these targets, relevant, reliable, coherent, timely and accessible labour statistics must be produced.
    The ultimate goal of the Labour Force Survey is to provide data on the structure and trends of labour force, employment, and unemployment as well as other related labour market statistics for the implementation and evaluation of economic and social policies related to employment creation, income generation, skills development, and related decent work policies.
    The Labour Force survey programme began with a pilot survey conducted in February 2016. The first round of the survey was conducted in August 2016 and continued on a bi-annual basis until August 2018. Since 2019, the survey was re-designed to provide estimates of the labour market aggregates every quarter.
    The 2024 Annual Labour Force Survey is compiled data spanning four quarters of the year 2024, obtained through data collection conducted in February, May, August, and November 2024. The data collection employed a face-to-face methodology utilizing Computer-Assisted Personal Interviews (CAPI).

    Labor force survey data are at the National level coverage but Employment and Labour force participation rate are represented at District level as well as by residential area.

    Universe

    The target population eligible for Labor force survey is 16 years old and above resident of selected households. However, the survey also collected data on certain particular labour-market related issues such as income from employment, migrant workers and workers with disabilities. The survey consider all persons living in private households. It excludes the institutional population permanently residing in houses such as hostels; health resorts; correctional establishments etc., as well as persons living in seasonal dwellings not covered in the survey. It also excludes workers living at their work-sites.

    Sampling

    Sampling Procedure

    Sample size determination in most household-based surveys with multi-stage stratified design is based on the principle of first calculating the required sample size for a single «domain» assuming a simple random sample design and no non-response. A domain is a well-defined population group for which estimates with pre-determined accuracy are sought. The results are then extended to allow for non-response and deviation from simple random sampling.
    The sample design of the LFS is a two-stage stratified design according to which at the first stage of sampling, a stratified sample of enumeration areas from the latest population census is drawn with probabilities proportional to size measured in terms of the census number of households or census number of household members, and at the second stage of sampling, a fixed number of sample of households is selected with equal probability within each sample enumeration areas. Finally, all household members in the sample households are selected for survey interviewing.

    The response rate for labor force survey 2024 is 96.0%

    Weighting

    Three steps were involved in the calculation of the sample weights: Calculation of the design weight, Adjustment for non-response; and Calibration to known population projections. The design weight of a given sample household is the inverse of the probability of selection of a sample household. This probability is calculated as the product of two probabilities.

    • Methode used for data collection is Questionnaire. also Computer Assisted Personal Interview [capi] used. · dates of data collection: Data were collected each month in February, May, August and November from the 1st to the last day of the month to capture seasonality of all economic activities · time period: The timing of the quarter rounds is based on the seasonal variations of labour force activities in Rwanda, in particular, the high and low seasons of agriculture activities, in February, May , August, and November respectively. · mode of data collection: Data were collected using Computerized Assisted Personal interview (CAPI) · description of questionnaires, like information on design process, languages, etc: The questionnaire of the Rwanda Labour Force Survey 2023 in its present form contains more than 100 questions organized into 9 sections and a cover page, dealing with following topics: A Household roster (All Household member) B Education (Person with 14 years and above) C Identification of employed, time-related underemployed, unemployed and potential labour force (Person with 14 years and above) D Characteristics of main job/activity (Person with 14 years and above) E Characteristics of secondary job/activity (Person with 14 years and above) F Past employment (Person with 14 years and above) G Own-use production of goods and services (Person with 14 years and above) H Subsistence foodstuff production (Person with 14 years and above & Household) I Housing and household assets (Household) Not all questions are addressed to every household member. For children below 14 years of age, a minimum number of questions are asked. For older youngsters and adults 14 years of age and above, the number of questions depends on the situation and activities of the person during the reference period. The basic reference period is the last 7 days prior to the date of the interview. For certain questions, however, other reference periods are used. In each case, the relevant reference period is indicated in the text of the question. · The actual number of interviewers was recruited for the survey with some in excess of the required number in order to allow for drop-outs, illness, absences and other possible failures. The training of trainers was conducted and was followed by a ten days training of the survey staff. Twenty four teams of enumerators were formed and supervised by seven supervisors and two coordinators.
