Enterprise Census [en/census]
This is the second time this census has been implemented with the aim of creating quantitative profile of all establishments in the country excluding governmental establishments providing not-for-sale governmental services.
The establishment census 2014 consisted of a complete counting of all establishments practicing a specific economic activity in Rwanda except not-for-sale governmental services.
The objectives of this census included:
a) To provide detailed information about the establishments' characteristics and their geographical distribution
b) To provide detailed information about the economic activity of all establishments operating in Rwanda.
c) Establish the employment level desegregated by sex, nationality and type of contract (permanent/ temporally)
d) To help in establishing a business register that can be utilized in carrying out the economic sample survey.
e) To provide economic data that meets the planning & development needs.
f) To provide economic data that meets the needs of the private & public sectors, planners, researchers and analysts.
g) To provide a modern and comprehensive frame to be utilized in all specialized economic surveys based on sample technique.
h) To provide a broad database to be used in carrying out studies and surveys needed for economic development programs.
i) To compare the survey's results with the previous economic series in the measurement of economic growth rates.
j) To study the size of the employed by gender and nationality and distribute them by the economic activity.

Survey instrument
The questionnaire was developed in English and translated into Kinyarwanda. Appropriate tests were performed which provided feedback to improve the questionnaire.

The data collection was conducted during a period of 26 days from 24th November to
24th December 2014. Sundays were considered as holidays.
The field work was organized as follows:
- National level : This level was organized in 5 regions
- Regional level : This level was composed by 4 to 10 districts according to geographical and neighboring situation
- Zone level This level was composed by 2 to 3 districts that were grouped according to geographical and neighboring situation
- District The administrative District (was covered by one Team leader in most area except in districts of Kigali city whereby each district was covered by more than 4 Team Leader)
- Sector The administrative sector (was covered by one enumerator in most area except in some urban sectors where the number of enumerator was greater than 2 or more depending on the concentration of establishments)
The following were responsibilities of the team leader:
Ø Communicate and inform to the local government authorities about establishment census in the district, sector, cell and village levels, and to request its partnership;
Ø Control and supervise the establishment census activities in the District assigned to him/her;
Ø Facilitate the enumerator in term of transport, if necessary;
Ø Check all questionnaires filled by enumerators. If some important information are missing, send back the enumerator to the establishment enumerated;
Ø Organize regular meeting with enumerators;
Ø Produce daily and weekly report and submit it to Zonal supervisor;
Ø Submit regularly the collected questionnaire to the Zonal supervisor
Supervisions from NISR were conducted on regular basis to ensure professionalism in data collection.
To assess the quality of the questionnaire, a pre-test for the census took place from August 14, 2014 - August 23, 2014.
Data collection started on 24th November and ended on 24th December 2014. Interviews were conducted either in Kinyarwanda or English languages.
Data processing
Data editing was performed during and after data entry phase in order to detect out-of-range and/or inconsistent data values. Appropriate actions were taken to introduce necessary corrections and deal with incorrect data. In many cases follow up contacts with the establishments were made to verify previously reported data. Upon producing the clean data file, statistical tabulations were generated. The data processing softwares used are CSPro and SPSS.
